Planning and design has historically driven community development — but it's one stakeholder among many, not the lead voice. STA-CIS evaluates every discipline on equal terms: what is it trying to accomplish, and where does it conflict with the others? Pivot's independence from any single discipline is what makes the analysis credible and the recommendations actionable.
For each stakeholder domain, STA-CIS evaluates what the system is trying to do (its goals) and how it accomplishes those goals (its objectives) then surfaces the gaps, barriers, and opportunities that prevent communities from achieving them. The result is a decision map that tells you not just what's wrong, but exactly where to act.
The goal isn't to create new systems. It's to coordinate and improve the ones that already exist.
